2 proposed scenarios show a mix of Self-Storage and Professional /Retail buildings, however things may be getting tripped up due to the land being a Mobile home Park…

It reads as though developers are running into issues finding comparable units as required by Compliance with F.S. Chapter 723 / DPRM 6.2.1.13 -

“Where property proposed for rezoning is occupied by a mobile home park that is subject to the requirements of F.S. Chapter 723, the applicant shall be required to submit a report documenting that adequate mobile home park spaces or other suitable facilities exist within a five mile radius of the property for relocation of the affected mobile home owners”

Problem is, there are still 27 units owned by residents that need to be relocated…and there is no place for them to be relocated with 5 miles…
